Northeast Ag Works! is a region-wide project to propose, promote and support public policies that sustain and foster our region's agriculture and food system. The Northeast Ag Works! region includes the six New England states in addition to New York, New Jersey, Pennsylvania, Maryland, Delaware and West Virginia.

This is the second in a series of five mailings highlighting a few of the innovations from these twelve states in four key policy areas:

  •  Institutional Procurement

  • Food Processing and Licensing

Connecticut

An Act Concerning Healthy Food and Beverages in Schools

This act restricts the types of beverages sold in public schools, requires the State Department of Education (SDE) to create nutritional standards for food sold to students in schools, and provides financial incentive for schools to certify that schools meet the SDE standards.

An Act Implementing the Provisions of the Budget Concerning Education

This bill would establish farm to school programs within the Departments of Education and Agriculture to facilitate and promote the purchase of Connecticut-grown products by schools from Connecticut farmers, and to establish the Connecticut-Grown for Connecticut Kids Week to promote Connecticut agriculture and foods to children through school meals and classroom programs, at farms, farmers' markets and other locations in the community.

Maine

Promoting the Consumption of Maine Farm Products at the State House

Requires vendors that provide food in the State House complex and the Cross Cafe to use Maine-grown products whenever possible when preparing the food. The resolve also requires the Department of Administrative and Financial Services and the Department of Agriculture, Food and Rural Resources to assist the vendors and the Cross Cafe in identifying and accessing Maine grown products.

Maryland

Procurement - Percentage Price Preference - Locally Grown Foods

This act provides a 5% price preference for locally grown foods for state schools and facilities.

Massachusetts

Farm-to-School Project

This program links schools interested in purchasing locally grown foods with farmers. So far the program has linked 30 schools interested in local products with farmers.

 

An Act Relating to the Economic Investments to Promote Job Creation, Economic Stability, and Competitiveness in the Massachusetts Economy

This bill encourages the state to purchase local agricultural products, including a stipulation that the state can pay up to 10% more for products grown in the state of Massachusetts. Earlier versions were HB 4324, HB 4381, and HB 4404. The language of this bill was made part of the Economic Stimulus Package of 2006 and is now law, as Section 4 of Chapter 123 of the Acts of 2006.

New Hampshire

New Hampshire Farm to Restaurant Connection

The New Hampshire Farm to Restaurant Connection (NHFRC) is a collaboration of many organizations, including the NH Department of Agriculture, Markets, and Food. This program links farms and restaurants together to promote NH grown products on menus.

New Jersey

Model School Nutrition Policy

This bill establishes the New Jersey Model School Nutrition Policy. this policy prohibits the sale of foods with minimal nutrition value. Snack foods sold throughout the school day must meet stringent nutritional standards. Foods sold during the school day and from vending machines must be whole grain, fruits, 100% fruit juices, water, milk and dairy products, soy-based products, vegetables and vegetable juices, nuts, etc.

New York

New York State Council on Food Policy

This bill creates a New York State council on food policy. If the bill passes, one of the duties of the council would be to be to develop and coordinate state food policies.

Farm-to-School Program

This establishes a farm-to-school program to promote the purchase of locally grown products. The Department of Agriculture will work with the Department of Education to gather schools interested in purchasing locally grown foods and provide this information to interested farmers. In addition, the New York Harvest for New York Kids Week is established to promote New York agriculture and products to children.

Pennsylvania

2004 Pa. Laws, Act #22

Creates a statewide supermarket-directed development program specifically targeted toward underserved urban and rural areas. Under the First Industries portion of the 2004 economic stimulus package, $150 million in financial assistance will be available for agriculture and tourism projects. Under the agriculture portion, supermarkets will be eligible for planning grants, direct loans and loan guarantees.

West Virginia

Creation of the Healthy Lifestyles Office in the Department of Health and Human Resources

This bill creates the Healthy Lifestyles Office in the Department of Education and the Arts and establishes the functions of the Office. It creates a special revenue account, establishes a Voluntary Menu Labeling Program, requires physical activity in the schools, and encourages the use of health foods and beverages in the vending machines of schools.
